Replacing a Channel One headend unit Can't Post

This may be related to the post below, but not real sure.
We no longer use Channel One programming, but have used their headend equipment daily. We "scroll" our daily announcements on a certain TV channel, while allowing classrooms to access local cable. Channel One has now removed their headend unit, and we're stuck with only being able to do one thing at a time.
Has anybody gone through this before, and what equipment was purchased to remedy the problem? I need a piece of equipment that will allow the school to broadcast on a certain channel while allowing the classrooms to access other cable channels. Is this something I can do myself (I think I'm fairly competent in wiring things), or should I bring in somebody that REALLY knows what they're doing?
