Video Clips for the WEB Can't Post

I need help.
What would the best option/s (software etc.) be to do small video clip's for the WEB.

1. That is small enough to download quickly on a normal dial-up modem and still give good quality for the viewer.
2. How long should such a video clip be and what Size file?

I edit with Pinnacle Liquid Edition PRO ver 5.6

how about CCE basic? 50 bucks, works with avid and pinnacle. That'll give you mpeg one...You may also want to try TMPGenc...it works a little slower, but gives you more output options nad has a free trial. Also theres Sorenson Squeeze. probably the easiest to use but I don't know the file size or cost...i'm sure you could look it up.
